AI isn’t just another technology shift. Unlike cloud migration, where the path was relatively clear—lift and shift, then optimise—AI presents fundamentally different challenges. Every use case requires assessment against ethical considerations, regulatory compliance, cost models that can spiral quickly, and capabilities that are evolving monthly. The risks of getting it wrong aren’t just technical failure; they’re reputational damage, regulatory penalties, and embedded bias at scale.

This is precisely why a distributed, laissez-faire approach fails. Without central coordination, you’ll have departments procuring overlapping AI tools, embedding different ethical standards, and creating ungoverned data exposures. You’ll also miss the economies of scale that make enterprise AI economically viable.

This means building central platforms that abstract complexity, creating templates and patterns that teams can customise, and providing consulting support that helps teams move faster, not slower. When a business unit wants to experiment with AI, your CoE should be able to get them from idea to safe production pilot in weeks, not quarters.

Governance That Scales

Governance is non-negotiable, but it must be designed for scale. This means building automated guardrails into your platforms rather than manual approval processes. Establish clear frameworks for data usage, model validation, drift and bias testing that teams can apply themselves with CoE oversight. Your governance model should answer questions like who owns AI outputs, how you handle model drift, how you ensure explainability for regulated decisions, and what your incident response looks like when an AI system behaves unexpectedly.

Ethics and Responsible AI

This cannot be an afterthought or a tick-box exercise. Your CoE needs people who can navigate the complex ethical questions AI raises, from algorithmic bias to environmental impact to the changing nature of work in your organisation. Establish clear principles, but also create practical frameworks for ethical assessment that integrate into your development process. Teams need to be able to ask “Is this use case ethical?” and get a clear, defensible answer before they invest heavily.

Financial Control and FinOps

AI costs can escalate shockingly fast. A single team experimenting with the wrong model configuration can burn through thousands of tokens in hours. Your CoE needs robust FinOps practices from day one, including cost monitoring, budget allocation models, showback or chargeback systems, and education on cost-efficient AI development. You need visibility into where every pound is going and the ability to optimise across the enterprise rather than within silos.

Use Case Assessment and Prioritisation

Not every problem needs an AI solution, and not every AI use case generates equivalent value. Your CoE should provide a structured framework for evaluating use cases based on business value, technical feasibility, data readiness, ethical considerations, and strategic alignment. This helps ensure you’re solving the right problems and building organisational capability where it matters most. Be prepared to say no to use cases that don’t meet the bar—this is one place where your CoE should act as a quality gate.

Central Platform Enablement

Build once, use many times. Your CoE should establish central platforms that provide secure access to models, common tooling for development and deployment, integrated monitoring and observability, pre-approved data connections, and compliance controls baked in. This creates consistency, reduces duplication, and dramatically accelerates time to value. When your engineering teams aren’t reinventing the wheel for authentication, model serving, and monitoring, they can focus on solving actual business problems.

SaaS Proposition Assessment

The market is flooded with AI-powered SaaS products, many making ambitious claims. Your CoE should establish a function to evaluate, test, and onboard these solutions. This includes technical assessment, security review, contract negotiation that protects your data rights, integration patterns, and realistic value assessment. Without this, you’ll have departments signing up for tools that duplicate functionality, create data silos, or don’t deliver on their promises.

Education and Capability Building

Technology adoption is ultimately about people. Your CoE needs a comprehensive education strategy spanning executive briefings on AI strategy and implications, technical training for engineers and data scientists, practical AI literacy for business users, and specialised training on your specific platforms and governance processes. The goal is to build AI fluency across the organisation, not to keep knowledge concentrated in the CoE.

Measuring Success

How do you know if your AI CoE is working? Track metrics that reflect enablement, including time from use case identification to production deployment, number of teams actively using AI capabilities, adoption rate of central platforms versus shadow AI, business value delivered through AI initiatives, and perhaps most importantly, satisfaction scores from the teams you serve. If your internal customers don’t think you’re adding value, you’re not.

Also measure what you’re protecting against by tracking governance compliance rates, ethical review completion, security incidents, and cost overruns prevented through central oversight.

Organisational Positioning Matters

Where your AI CoE sits in the organisation sends a signal about its purpose. Placing it within IT risks it being seen as purely a technology play. Putting it in a business unit makes cross-enterprise adoption harder. Many successful organisations position their AI CoE as a cross-functional team with executive sponsorship at the C-suite level, reporting to a CDO, CTO, or Chief AI Officer, with clear mandate to work across organisational boundaries and representation from technology, business, legal, and ethics functions.

The Road Ahead

Building an AI CoE that actually accelerates adoption requires humility about what we don’t know, courage to establish necessary guardrails even when they slow individual initiatives, and relentless focus on enablement over control. It requires investment in platforms, people, and processes before you see returns.

But organisations that get this right will have a decisive advantage. They’ll adopt AI faster, more safely, and more effectively than competitors who either centralise too much or decentralise too quickly. They’ll build organisational muscle that compounds over time rather than accumulating technical debt and risk. 

The lessons from cloud and DevOps CoEs are clear: governance without enablement fails, enablement without governance creates unsustainable risk, and success requires constantly asking whether you’re making it easier for your organisation to do the right thing.
