The Crowdsourcing Trap
There is a pattern that most enterprise leaders will recognise. Instead of leadership directing AI investment toward specific, high-value workflows, many organisations take a ground-up approach. They encourage teams across the business to experiment with AI, then attempt to shape the resulting collection of initiatives into something resembling a strategy.
The result is predictable. Dozens of proof-of-concept projects, each solving a different problem, each built on different foundations, each championed by a different business unit. Adoption numbers look impressive in board presentations. But very few of these initiatives ever reach production, because there is no shared infrastructure, no governance framework, no orchestration layer and no change management programme to support the transition from experiment to operational capability.

The structural challenge runs deeper than the process. Research by HFS into enterprise operating models indicates that the vast majority of organisations still operate with structures designed for a pre-digital era. Only a small fraction have adopted the agile, product-and-platform models that characterised the digital transformation wave of the 2010s. Fast forward to today’s landscape and fewer still have built the decentralised, network-based structures that AI-native operations demand. The leap from legacy operating models to AI-ready ones is not incremental. It requires deliberate redesign of how decisions are made, how resources are allocated and how value is measured.
What the Front-Runners Do Differently
The organisations that are capturing measurable value from AI share a set of practices that are consistent across industries and geographies. They are not doing more AI. They are doing AI differently.
Top-down investment direction. Senior leadership identifies two or three high-value workflows across their value streams or business processes where the payoff from AI can be significant. They apply dedicated talent, technical resources and change management to those specific areas. This focus ensures that AI investment is aligned with enterprise priorities rather than distributed across whichever team has the most enthusiastic champion.
Centralised orchestration. The front-runners establish what amounts to an AI delivery hub, a centralised function that brings together reusable technology components, frameworks for assessing use cases, a sandbox for testing, deployment protocols and skilled people. This structure links business goals to AI capabilities so that high-ROI opportunities surface reliably. The orchestration layer provides a unified view that helps leadership catch mistakes, track performance and fine-tune agents across the portfolio.
Proof before deployment. Before each deployment, agents / use cases are tested rigorously. Flaws are corrected. Working demonstrations are created for future users to trial, so they can offer feedback and begin to build trust in what agents can do. This is a fundamental departure from the "deploy and hope" model that characterises many enterprise AI programmes.
Designed workflows with human oversight. Agents are not deployed as replacements for existing processes. They are deployed as part of newly designed workflows with clearly articulated steps for human initiative, review and oversight. The people in these workflows have the training and incentives to work with agents and provide meaningful oversight, not just rubber-stamp approval.
Inter-agent verification. For higher-risk scenarios, agents from different model providers check each other's work. Built-in monitoring tracks not just technical performance but business outcomes. This approach addresses the systemic risk that a single model family might consistently produce the same category of error.
The common thread across these practices is that they are organisational, not technical. The technology is essentially the same regardless of whether the deployment succeeds or fails. What differs is how the organisation structures itself around the technology.
The Role of the CDO and the Rise of the CAIO
One of the most encouraging signals in the 2026 data landscape is the maturation of dedicated leadership for data and AI. Industry surveys conducted by Gartner at ther backend of 2025 of data and AI leaders in large organisations found that 70% of respondents now believe the CDAO is a successful and established role, up more than 20 percentage points from the previous year. Only 3% believe the role has been a failure. Support for data, AI and the leadership role to manage them are all at record highs.
What is changing is the scope. The traditional CDAO mandate centred on data governance, quality and stewardship. That remains essential, but it is no longer sufficient. As AI becomes embedded in operational workflows, the remit is expanding to encompass model governance, agent oversight, AI ethics and the commercial alignment of AI investments with business outcomes.
This is driving the emergence of the Chief AI Officer (CAIO) as a distinct executive role. In some organisations, the CAIO sits alongside the CDO with a specific mandate for AI strategy, model selection, agent deployment and responsible AI frameworks. In others, the CDO role is being recast as the CDAO (Chief Data and AI Officer), absorbing the AI mandate into an expanded portfolio. The right structure depends on the organisation's maturity, its regulatory environment and the scale of its AI ambitions.
Regardless of the title, what matters is that someone in the organisation owns the intersection of three capabilities: data quality and governance, technology architecture and business alignment. Without that ownership, AI initiatives fragment. Technology teams build without sufficient business context. Business teams request without understanding technical constraints. Governance teams restrict without enabling. The CDO, CDAO or CAIO role exists to prevent that fragmentation and to provide the connective tissue between investment and value.
The effective leader in this role in 2026 is not primarily a data steward or an AI evangelist. They are an operating model architect. They design the structures, processes and incentive systems that enable AI to move from experiment to production at enterprise scale. They ensure that governance enables rather than restricts. They connect technology investments to measurable business outcomes. And they build the talent pipeline, whether through hiring, upskilling or external partnerships, to sustain the organisation's AI capability over time.
The Talent Dimension
AI roadmaps in 2026 hinge on talent availability as much as they do on technology selection. The skills required to design, build, deploy and operate production-grade AI systems are in high demand and short supply. Most enterprise organisations cannot hire fast enough to meet their AI ambitions, even with generous budgets and attractive packages.
This is where operating model design becomes essential. The organisations that scale AI delivery effectively do so by combining a core internal team with specialist external partners who bring domain expertise, accelerators and delivery capacity. The internal team provides institutional knowledge, stakeholder relationships and long-term ownership. The external partner provides velocity, best practices and the ability to tackle multiple workstreams simultaneously.
The key is designing this partnership for sustainability. The goal is not a permanent dependency on external support. It is a structured capability transfer where internal teams progressively take ownership of the methods, tools and practices that the partnership establishes. Building Your AI Operating Model
For leaders preparing to design or redesign their AI operating model, the following pillars provide a practical starting point.
Start with business outcomes, not technology selections. It sounds simple but identify the two or three business processes where AI could deliver the most significant improvement in revenue, cost, risk or customer experience. Work backwards from those outcomes to the capabilities required, then to the technology and talent needed to deliver them.
Establish governance before you scale. The evidence is now quantitative. Organisations with governance frameworks in place get orders of magnitude more projects into production. This is not about creating bureaucracy. It is about providing the clarity, standards and accountability that enable teams to move fast with confidence.
Design for human-AI collaboration, not full automation. The most effective AI deployments are not the ones that remove humans from the process. They are the ones that change where and how humans contribute. Define the decision points where human judgement adds the most value. Design workflows that route to those decision points efficiently. Train and incentivise the people in those roles.
Centralise the orchestration layer. Whether you call it an AI delivery hub, a centre of excellence or a platform team, the function is the same: a shared capability that provides reusable components, deployment standards, monitoring infrastructure and governance tooling. This layer prevents the fragmentation that kills most bottom-up AI initiatives.
Measure what matters. Track business outcomes, not just technical metrics. P&L impact. Operational differentiation. Workforce trust and adoption. Time from idea to production deployment. Cost per unit of business value delivered. These are the metrics that tell you whether your AI investment is working, not the number of models trained or the volume of data processed.
Plan for the talent bridge. Be realistic about your internal capacity. Design partnerships that deliver value in the short term whilst building internal capability for the long term. Ensure that knowledge transfer is a structured, measurable part of every engagement, not an informal aspiration.
The Discipline Dividend
There is nothing in this playbook that requires breakthrough technology. Every tool, platform and framework referenced in this article is available today. The models are capable. The cloud infrastructure is mature. The governance tooling exists. The talent, whilst scarce, can be accessed through structured partnerships.
What separates AI success from AI purgatory is not access to better technology. It is the willingness to do the unglamorous organisational work that turns technology into outcomes.
Writing the AI strategy that says no to 80% of proposed use cases so that the remaining 20% get the resources they need to reach production. Building the governance framework before the first agent is deployed rather than after the first incident. Redesigning workflows around human-AI collaboration rather than simply automating existing processes. Hiring or appointing someone whose job it is to own the full chain from data to decision to business value.
None of this is exciting in a board presentation. All of it is what actually works. All of this is essential.
The organisations that invest in their operating model now, whilst competitors are still cycling through pilots, will build a compounding advantage that becomes very difficult to close. Every production deployment generates operational data that improves the next deployment. Every governance review builds institutional confidence to tackle higher-value use cases. Every capability transfer from an external partner strengthens the internal team's ability to move independently.
That compounding effect is the real prize. Not the first agent. Not the cleverest model. The operating model that turns AI from a series of experiments into a sustained, scalable source of enterprise value.
