How to build AI governance that enables delivery instead of blocking it

Here’s how it goes: an organisation invests heavily in building an AI governance framework. Then they bring in consultants, create comprehensive policies, establish review boards and document everything thoroughly. Leadership feels good about having "proper governance" in place.

Then teams try to actually deliver AI projects, and everything grinds to a halt.

What happens next? Low-risk use cases spend months in approval loops. High-value projects get stuck in endless review cycles. Teams start looking for ways to bypass governance entirely because it's become an obstacle rather than an enabler. And eventually, the organisation delivers far less than they planned because governance has become a bottleneck, not a safeguard.

Robust governance is an essential, but most AI governance frameworks are built to say "no." They're excellent at identifying risks and stopping projects, but terrible at helping teams move forward safely.

But some enterprises are succeeding with governance that protects the business while enabling speed. These frameworks are risk-proportionate, with lightweight processes for low-risk work versus more rigorous oversight for high-risk systems. Critically, this guides teams to understand what's allowed and how to proceed safely, not just what's prohibited.

Five rules for successful AI governance frameworks

  1. Clear decision-making authority

    In organisations with effective governance, there's no ambiguity about who can make decisions. There's a designated AI governance lead or a small council with explicit authority to approve or reject projects - and they can say "yes" as well as "no."

    Governance by consensus just doesn't work at scale. If every decision requires agreement from risk, legal, IT, data and three business stakeholders, nothing moves quickly. The best frameworks identify one person who has final say (usually someone senior enough to balance business value against risk), with representation and input from all relevant functions, but not requiring unanimous agreement.

  2. Risk classification that makes sense

    Not all AI is created equal. A chatbot answering basic customer queries carries fundamentally different risk than a model making credit decisions or detecting fraud.

    Effective governance frameworks have simple, clear risk classification, often just low/medium/high or a three-tier system. Teams can quickly and consistently determine what category their use case falls into and the classification directly determines what level of oversight and controls apply.

    Without this, you end up either over-governing simple work or under-governing genuinely risky projects because there's no systematic way to differentiate. With it, teams know exactly what they need to do and how long it’ll take before they start.

  3. Documented processes for new risks

    New risks emerge all the time in AI, from data drift, to model bias patterns you haven't seen before, to third-party model dependencies with unfamiliar characteristics. Your governance framework needs a clear process for handling these situations.

    When teams identify a new AI risk, is there a documented process for deciding what controls to implement and who owns them? Or does it become an ad hoc scramble with inconsistent outcomes?

    The systematic approach is a process: risk identification feeds into a defined assessment process, which triggers specific control implementation, with clear ownership and accountability. 

  4. Visibility into what's actually running

    If you don't have a comprehensive inventory of AI models in production (what they do, who owns them, what data they use, their risk classification), how can you govern everything effectively?

    The solution is straightforward but requires discipline: maintain a central registry of all AI systems, update it as things change, review it regularly with governance councils and make it a requirement that nothing goes to production without being registered. It's not exciting work, but it's foundational to effective governance.

  5. Approval processes that match risk levels

    How long should it take to get approval for a new AI use case? The answer should be: it depends on the risk.

    Low-risk work like a chatbot using a well-tested vendor platform or an internal analytics tool, should be approved in days. 

    High-risk work like models making decisions that significantly impact customers, or using sensitive data, or falling under regulatory requirements, should take longer. But that should mean a few weeks of structured review, not months of waiting for committee meetings.

    Having either level of work flow down the same process will result in risk. The key is having explicit, documented approval pathways for different risk tiers, with clear timelines that everyone understands and commits to meeting.

The regulatory reality you need to plan for

Let's talk specifically about the EU AI Act, because it's shaping governance conversations across Europe even for UK-based organisations.

The Act has a phased implementation through 2027, with requirements for high-risk AI systems coming into effect in August 2026 for some categories. High-risk systems include many use cases common in financial services like credit scoring, insurance underwriting and certain fraud detection approaches.

It’s possible to balance your governance, risk and innovation targets across this period, but it’s essential to put those frameworks in place today.

Take an honest look at your current governance approach. 

How long does approval actually take for different types of use cases? 

Where are the bottlenecks (unclear ownership, overly complex processes, lack of risk classification)?

Most importantly: is your governance framework proportionate to risk, or does it treat everything the same regardless of actual risk level?

The organisations that will deliver successfully in 2026 are the ones whose governance is calibrated appropriately to enable fast delivery for low-risk work while maintaining rigorous oversight for genuinely high-risk systems.
